Most UK based procurement lawyers will now have received their annual invitation to this highlight in the procurement calendar, albeit it comes in a special Covid format.
Given the very particular way that James Hirst puts together the programme this always gives me a mild panic when confronted with the question I've been allocated. And so again this is the time that I make a shout out to everyone, anyone anywhere for input into my assigned topic. My question is:
"Transparency: In complex, multi-lot tenders, how do you square the use of technology as an evaluation tool with transparency requirements (1) pre-tender or (2) post-tender?"
I have a few thoughts on this but before I allow myself to reach too many conclusions I would really appreciate some input - what tools are people using? are they working? what are the transparency problems that arise? Feel free to add to the comments as this seems like a subject on which we could start a useful debate and then you'll all have written my paper when I present the result.
